Lead service line replacement: cost, who pays and deadlines

A service line has two parts: the utility side from the main to the curb or meter, and the private side from there into your home. Who pays for the private side decides most of the cost.

Typical cost

A full private-side replacement commonly runs from a few thousand dollars to over $10,000. Price depends on line length, depth, whether the crew can bore under the yard instead of trenching, driveway or sidewalk repair, permits and local labor rates. Get at least two quotes from licensed plumbers.

Check for free or subsidized programs first

Many utilities replace the private side for free or for a fixed fee, often paid for with the $15 billion in dedicated lead line funding in the 2021 Bipartisan Infrastructure Law, distributed through state revolving funds. Ask your utility:

  • Is my address on a replacement schedule?
  • Do you pay for the private side, offer a cost share, or a no-interest loan?
  • Are there income-based programs or grants?
  • If I hire my own plumber, will you reimburse me or replace your side at the same time?

The federal deadline

EPA's Lead and Copper Rule Improvements (LCRI) require most water systems to replace all lead and galvanized-requiring-replacement service lines by December 31, 2037, ten years after the rule's compliance date of November 1, 2027. The rule doesn't require utilities to pay for the customer-owned portion, and it limits partial replacements because they can raise lead levels for a while. The rule is under legal challenge (AWWA v. EPA), so dates could change.

Avoid partial replacements

Replacing only one side leaves lead in the ground and the cutting can release lead particles. If your utility replaces its side, try to replace yours at the same time. After any replacement, flush your plumbing and keep filtering for at least six months.

Renters

The property owner usually has to consent to private-side work. Tell your landlord about any notice you receive, and use a certified filter in the meantime.
